The Twinning Expert Team has examined the legislation and the technical norms for design and intervention in use in the Republic of Moldova and has realised that almost no specific regulation, technical norms and requirements exist for projects on buildings exhibiting heritage significance in order to improve the quality of conservation/ restoration / rehabilitation projects and the interventions alike. The Twinning project is currently working on the update and strengthening of the technical norms on the conservation/ restoration project design, the project phases and the objective of each phase and content of project documentation, including diagnostic analyses and assessment, and on conservation/restoration interventions. The Twinning expert team needs to identify external technical expertise that can support the Twinning team in contributing to building up two case studies to be used as testing cases for the modifications that will be proposed.

The need to recur to the input of private sector from international expertise depends on two factors: on the one side it is necessary that the proposals for modification of the technical norms related to project elaboration and phasing need to be tested by other actors than those involved in the reform elaboration (i.e., the Twinning expert team), on the other side, identified potential case studies need robust competences to assess their structural deficiencies and vulnerabilities and define the necessary structural analyses to achieve a correct diagnosis and evaluation of conservation/ rehabilitation intervention strategy, the design and intervention phases, from the preliminary shoring and scaffoldings, up to the plan for regular maintenance cycle.


  1. Objective

The objective of this assignment is to:

Assist the Twinning Project in testing, through a real pilot case, proposals for development, modification and improvement of existing and draft technical norms and requirements for project design, tendering and execution of conservation interventions to buildings with historic – cultural significance in order to ensure a higher quality of conservation/ restoration/ rehabilitation project proposals and interventions. The objective will be achieved by drawing up the requirements and technical specifications for the design of the project, the selection of the designer team, the execution of the works and their phasing for one heritage building complex of the Republic of Moldova either in reinforced concrete or in masonry, which will be identified by the Twinning Project and the Eu Delegation to Moldova Task Manager.

  1. Tasks

Based on direct inspection of the building(s), the examination of available documentation (projects, geometric surveys, other graphic, photographic and written material), prepare a roadmap for the project elaboration and execution of the works and set out principles and requirements to be respected in the different project and execution phases.

The task includes: a preliminary assessment of the conservation conditions, the structural and functional deficiencies, the missing documentation (e.g. geometric survey, historical investigation, etc.), the investigations to be carried out to develop and implement the conservation project, the documents to be produced for each project phase and their information content, the profile and requirements of the professionals to be involved in the diagnostic and in design phases, the preferable phasing of the conservation/ rehabilitation/ reuse project for a good management of resources, recommendations on tender procedure and selection criteria, requirements for the contractors to be eligible for implementing the works, preliminary requirements for the periodic / preventive maintenance plan. Basic inputs for the preliminary assessment of the costs of the diagnostic, design and implementation phases. The task and the related outputs need to take into consideration the existing Moldovan legislation, which will be provided by the Twinning, as well as any other norm and good practice in use in EU member states.

The specifications identified above will need to be tailored to the specific case study, its building features and conditions.

The involvement in the process of local professionals currently enrolled in the Training on Architectural Conservation activated by the Twinning is expected to fulfill the capacity building dimension of the initiative and of activity 3.6.

The task must be carried out in full cooperation and coordination with the Resident twinning Adviser of the Twinning, the EUD Task Manager of the Twinning project and in dialogue with any other relevant Moldovan or locally based partners that may be deemed necessary to involve by the RTA or the EUD TM. Preliminary economic evaluation of Final verification of compliance with Moldovan legal requirement will be carried out in Moldova by the beneficiary.

  1. Deliverables

Report in English containing the detailed findings, technical requirements and recommendations fully reflecting the Task (point 2). The report shall include a detailed photographic documentation (with captions), sketches and schematic drawings to explain the written text, where needed. Reference to the provisions of the Moldovan norms in the sector shall be distinct from additional suggested requirements or technical specification for improved quality of the projects and interventions.

The report must clearly distinguish the fact-finding section from the technical specification and requirement setting section. The table of content of the report will be agreed in advance, following the field visit, and approved by the RTA and the EUD TM. A draft report will be submitted for review before the completion of contract.

  1. Fee

The maximum amount for the whole service allocated for this activity is 10.000,00 euros (ten-thousands/00 euros) which includes travel and accommodation costs as well as VAT and any other taxes or contributions.

  1. Qualifications and general requirements
  • Master Degree (or equivalent) in architectural conservation/ architecture/ civil engineering / construction;
  • Possession of professional licence (e.g. registered architect/ engineer) from at least 10 years (in case of a company/ institution, the 10 years requirement applies to the coordinator)
  • Good command of English language.
  1. Specific requirements
  • 10 years of experience in technical – scientific documentation preparatory for conservation/ rehabilitation projects of heritage buildings;
  • Demonstrable competences, based on CV and scientific production, in the scientific examination, diagnostic process and technical documentation for large scale conservation programmes, including structural rehabilitation of buildings bearing cultural significance, elaboration of methodological guidance for conservation/ rehabilitation projects of historic buildings;
  • Updated experience (i.e. at least one contract on similar activities in the last three years) in applied research on conservation techniques, methodology and principles setting and in publicly funded conservation/rehabilitation projects/programmes.
  1. Additional Assets
  • Post – graduate Master or PhD in conservation/rehabilitation of historic building or technology for conservation/ rehabilitation of built environment / historic buildings (in case of a company/ institution, this requirement applies to the coordinator);
  • Capacity to work in French and/or Russian and/or Romanian languages.

- CV (Europass format*) with detailed description of professional experience and education (with exact dates);

- Descriptive report about the way the activities in object will be carried out. The evaluation elements as indicated under point 9 should be highlighted in the report.

The report must be in English.

  • Economic Offer

The proposed economic offer must be lower than the amount under point 4.

  1. Evaluation criteria

The job will be assigned on the basis of evaluation of the following parameters:

Quality of the technical proposal: 80 points

  • Curriculum and previous experience in the sector: 30 points
  • Technical proposal: 50 points

The technical proposal must detail the following:

  • The methodological approach that will be used in the development of the task;
  • The phases in which the task will be developed and the detailing of each phase
  • The detailed description of the expected outcomes of the tasks (based on the points 2. Tasks and 3. Deliverables) and the key topics that will be addressed in the task development.
  • The way in which participants in the ongoing Training on architectural conservation may be involved in the task as a capacity building experience

- Additional services compared to those provided by this procedure: evaluation based on the project up to a maximum of 10 points

Economic Offer: 20 points

The maximum score will be attributed to the lowest offer compared to the one indicated; for all other offers the score is proportionally determined according to the following proportion:

x= 30*(Pi/Po)

 where x= score to attribute; Pi= lowest price; 30= maximum attributable score; Po= offered price

No higher offers are allowed compared to the amount indicated.


A specific commission will be set up in order to evaluate the application and the technical documents received it will be set up.

  1. Confidentiality

The results of the work and deliverables produced under this contract are to be considered confidential and in the ownership of Beneficiary Country of the Twinning Project and of the Donor (European Union).

The contract for the delivery of the services indicated in the present call shall be stipulated between the selected applicant and the ad-hoc mandated body for this Twinning project, Confservizi Cispel Toscana, Via Giovanni Paisiello, 8 - 50144 Firenze.
