The German Development Cooperation through GIZ is looking for an Advisor on Capacity Development and institutionalization of trainings within its project “Modernization of Local Public Services in the Republic of Moldova“.

The Advisor will support the Project Management and team members on the day-to-day activities implementation.

The main responsibilities shall include:

  • Participating in the design and implementation of holistic capacity development measures supporting the project’s objectives with a particular focus on:
  • conducting training needs and institutional capacity assessments of project partners, e.g. operators in the Water Supply and Sanitation (WSS) sector and Local Public Authorities (LPAs);
  • facilitating the process of designing adequate capacity development interventions addressing identified short-comings on individual, organizational and systemic levels;
  • advising WSS-operators and LPAs in close coordination with regional advisors on the implementation of capacity development measures and ensuring systematic monitoring of results.
  • Advising national level partner institutions (such as the National Association of Public Water Utilities, Technical University, Academy of Public Administration) on the further development of institutionalized training programmes and institutional consolidation of the training institutions;
  • Ensuring the systematic scaling-up of the project’s good practices and lessons learned into capacity development programmes;
  • Designing and managing short-term-expert assignments within the scope of responsibilities provided for this position;
  • Ensuring close coordination and synergies with GIZ capacity building activities in all relevant sectors (Solid Waste Management (SWM), Energy Efficiency (EE) of public buildings and WSS);
  • Providing regular input into the project planning, budgeting, reporting and knowledge management processes;
  • Representing the project and coordinating project’s contribution to the GIZ sector network

Required qualifications:

  • Bachelor and/or Master degree in an area relevant for the tasks described above, e.g. Public Administration, Environment or Civil Engineering;
  • Minimum of 3 years of relevant professional experience related to the tasks described above with a focus on human and organizational capacity development; hands-on experience in the development and implementation of capacity development action plans for WSS-operators or other public-sector enterprises would be an asset;
  • Experience in one of the relevant project’s sectors, e.g. WSS, SWM, EE would be an asset;
  • Proven methodological expertise and experience in applying innovative forms of capacity development;
  • Professional network encompassing relevant public and private institutions;
  • Experience working within GIZ projects or other international development projects is an advantage;
  • Demonstrated excellent advisory, facilitation and training skills; strong analytical, writing and reporting skills;
  • Fluency in Romanian, Russian and English is a must; knowledge of German is an asset;
  • Proficiency in using MS Office applications.

Applicants have to be citizens of the Republic of Moldova, residing inside the country for a period of over 6 months before the date of application.
