The Representation from Moldova of the Swiss Foundation HEKS-EPER announces a job vacancy of Programme Intervention Manager, for HEKS Office Moldova (full time position)

HEKS Office Moldova is looking for a  Programme Intervention Manager for the Swiss Development and Cooperation tendered program “Moldova: Creating Job Opportunities through Improved Market Systems” (IMS) (Preparatory Phase 01.11.2018 – 31.08.2019; Phase I 01.09.2019 – 31.12.2022). The Program will apply the Market Systems Development (MSD) approach to contribute to the creation of more and better jobs and net additional income for women and men, with a focus on excluded groups.

The preparatory phase (ten months) will comprise: Analyses of two to three market systems; Designing interventions that aim at systemic change in these systems and developing Monitoring and Results Management (MRM) plans to assess their effectiveness; Implementing initial interventions on a pilot basis and assessing their effectiveness; Developing basic MSD capacity in the program team; Developing the program document (ProDoc) as well as other documents. The implementing phase 1 (40 months) will comprise the implementation of the program in-line with the program documents to be developed.

The start of assignment is November 2018. The recruitment is subject to the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender.

The Programme Intervention Manager (PIM) will report to the Team Leader and will play a leading role in the interventions team. The PIM will initiate and lead his/her work in at least two sectors with a focus on value chains and supporting markets in a chosen operational area.


Main tasks and responsibilities:

In close collaboration with the Team Leader and the core management team, the Programme Intervention Manager will:

  • Lead and manage a number of programme interventions and ensure that they effectively deliver against their terms of reference and budget and in keeping with MSD principles and with the overall aims of the programme;
  • Sound understanding of MSD approach and capacity to deliver interventions that aim at systemic change;
  • Act as an effective stakeholder manager, engaging key market actors, developing partnerships, delivering partnership activities and acting as a professional and credible voice for the programme;
  • Develop and implement an overall strategy for intervention(s) in close collaboration with relevant colleagues (particularly Team Leader, and Results Measurement Manager);
  • Provide management support and coaching to team members in MSD approach, and guidance to colleagues on development and management of interventions;
  • Provide advisory support to the interventions underway and in consultation with the team leader and based on the existing research design identify the potential for and initiate new interventions that have potential for scale;
  • Monitor progress of the assigned intervention(s) delivery against the results chain. Amend the results in, in due course, if required;
  • Prepare regular Intervention progress updates, to include a) verbal updates during weekly Core Team meetings, b) progress checks against results chain and updated intervention guide on a monthly basis, and c) quarterly written progress reports;

The Programme Intervention Manager will work under the consortium’s steering committee and benefit from technical and thematic support by a multidisciplinary experienced team from the thematic backstopping (distant coaching and on-site inputs).

Required qualifications:

  • A minimum of a first degree in business, agricultural economics, international development and/or economics or related field;
  • A minimum of 4 years of relevant professional experience in the field of development, particularly with strong experience in market system analysis and research;
  • Good private sector experience, creativity, energy and non-traditional development thinking capacity;
  • Experience in setting up, developing and managing programmes in private sector development or market development;
  • Experience in report writing, workshop facilitation and organizations;
  • Strong familiarity with current theories and issues in gender, development studies and human rights;
  • Excellent interpersonal and communication skills;
  • Required computer proficiencies: Word, Excel, PowerPoint, Internet;
  • Be fluent in written and spoken Romanian, English and Russian;
