 Summary of Position:

IREX seeks Gender, Inclusion and Learning Specialist candidates for a five-year USAID-funded program to help local governments improve the provision of basic services in Moldova. This assistance will facilitate decentralization and build citizen confidence that democratic institutions improve the quality of life. The Gender and Social Inclusion Specialist will develop a long-term gender and social inclusion strategy for Comunitatea Mea / My Community (Moldova) and will lead a small team to ensure a cohesive effort.

Only citizens or residents of Moldova will be considered. 

 Summary of Responsibilities:

  • Design and implement policies and procedures that are related to gender and social inclusion issues in Moldova
  • Conduct a gender assessment, focusing on gender awareness 
  • Promote, design, implement, and manage gender equality and social inclusion activities across all program components
  • Provide expertise in gender equality, social inclusion, and female empowerment for the program, stakeholders, and USAID
  • Contribute to the distribution of best practices and lessons learned in gender mainstreaming, equality, and female empowerment among program participants and counterparts
  • Working with the leadership team, develop training materials and train project staff in gender and social inclusion policies and procedures
  • Make recommendations for how the program staff can move forward to improve gender equity and gender responsive programming
  • Manage the program’s monitoring and evaluation systems and processes including indicator data collection
  • Oversee staff collaboration, learning and programming adaptation (CLA) throughout the program cycle and promote enabling conditions for learning and adaptive management
  • Work closely and collaboratively with IREX Headquarters MEL Specialists in refining and strengthening monitoring and evaluation systems ensuring data integrity and in developing and updating the CLA plan

 Skills and Qualifications:

  • Moldovan citizenship or residency;
  • A minimum of 7 years of professional experience working on donor funded international development programs;
  • A minimum of 4 years’ experience focusing on gender analysis and gender mainstreaming and working with inclusion of underrepresented citizens and working on monitoring evaluation and learning;
  • A minimum of 4 years’ experience focusing on monitoring and evaluation frameworks including experience managing processes for program data collection;
  • Demonstrated understanding of the Moldovan context for gender-related issues, social inclusion, and female empowerment and the Moldovan political environment;
  • At least a Bachelor’s Degree in gender studies or related field;
  • Demonstrated experience and knowledge in gender equality and participatory development practices;
  • Prior experience with a USAID funded program preferred;
  • Outstanding interpersonal and cross-cultural skills required;
  • Demonstrated leadership, integrity, and versatility;
  • Excellent verbal and written communications skills in English and proficiency in Romanian or Russian required;
