EU-funded Project seeking to recruit short-term experts in legal drafting

Position Title:                              Short-Term Non-Key Legal Expert – normative acts drafting

Background

The EU funded project is part of the wider Public Administration Reform process. The overall objective of the project is to enhance the institutional and human resource capacity of the central and local public administrations to elaborate and implement evidence-based policy and to ensure the efficient and effective delivery of high-quality administrative services in line with the European Principles of Public Administration.

The project will directly support three main institutions (MFAEI, State Chancellery and Ministry of Finance) to perform the tasks related to policy development, which entails all stages of policy-making process, starting by the identification of needs, the policy drafting, costing, draft budgeting, and the endorsement of legal acts necessary for its effective implementation. Thus, the overall scope of the project is targeting the Policy Cycle, specifically

Currently, the project is in the phase of implementing its recommendations for improving the policy making – strategic planning system in Moldova. Most of these recommendations need to be put into the form of a draft legal act.

 Therefore, project is seeking to recruit short-term legal experts with experience in legal drafting to join the project team for the coming 12 months and participate in this challenging work.

General qualifications required:

  • Law degree
  • Active command of the English language
  • Knowledge of MS Office (Word, Excel, PowerPoint)

Specific qualifications required:

  • Working experience of at least 3 years (660 working days) in position(s) relevant for the task and including drafting normative acts in areas, like
    • Public administration reform
    • Public finance management
    • Civil society activities
    • Strategic planning
    • Developing strategies for government activities
    • Policy making / Developing public policies
