Terms of Reference

 

GENERAL PRESENTATION

Caritas Czech Republic in partnership with People in Need Moldova announces a Selection of a Local Social Inclusion Strategy Evaluation Specialist under the Project "Support and Assistance to the Social Sector of the Republic of Moldova 2017-2019".

People in Need (PIN) is a Czech, non-governmental and non-profit organization with a representative office in the Republic of Moldova, which implements a range of activities, including strengthening social services, delivering capacity and promoting social inclusion in the Republic of Moldova.

The "Support and Assistance to the Social Sector of the Republic of Moldova 2017-2019" project is funded by the Czech Development Agency, implemented by Caritas Czech Republic (CCR) in partnership with PIN Moldova and Association Home Care (AOHC).

The project addresses burning challenges of social sector development in Moldova, identified by leading actors of the social sector in the country. Through adjustment of tariff for medical services; identification of legal changes necessary for enactment of financing of social services from public sources; and optimization of functioning of the main homecare services provider, the project will lead to consolidation of operational and financial sustainability of home care services sector. As well, in line with de-institutionalisation efforts, the project is designed to develop and integrate systemic management of social services in district and municipal level by increasing capacities and policy dialog of stakeholders and establishing the strategies for social inclusion of disadvantaged people.

During the second year of the Project there have been developed 4 Local Social Inclusion Strategies (LSIS) carried out in four districts of the Republic of Moldova (Edineţ, Soroca, Dubăsari and Bălţi), promoting the social inclusion of vulnerable people, families and groups. The four LSIS have been approved by the Local Councils and aim to be implemented during 2018 -2021.

Project Objectives

The overall objective of the project is to create and integrate a system of social service management at regional and municipal level by increasing the capacities of local organizations and initiating a strategic dialogue between the key stakeholders. In order to see if this goal have been achived under the result 3, PIN launches a Call for a Selection of a Consultant to perform the Evaluation of Local Social Inclusion Strategies in 4 districts that have been elaborated during the project implementation. In the same time the Evaluator will be responsible of creating 4 Monitoring Plans and a monitoring report regarding the implementation of local inclusive strategies for 4 LPAs, namely (Bălţi, Edineţ, Soroca, Dubăsari).

The main objective of the evaluation is reaching the objectives of the strategies, as well as the role of the local initiative groups and the impact of the grants scheme.

Assignment information

The results of this evaluation are primarily intended for internal use by Caritas Czech Republic and PIN Moldova. The results and findings will be shared with the funder, Czech Development Agency. Relevant results and lessons learned will be shared with other stakeholders, including Local Public Authorities.

Objectives of the Evaluation

The objectives of this evaluation are to:

  1. Undertake an evaluation to assess the 4 Local Social Inclusion Strategies (LSIS) in 4 Districts (Bălți, Edineț, Soroca and Dubăsari):

    a.  Relevance – the extent to which the objectives from the Strategies were consistent with beneficiaries’ needs and priorities
    b.  Effectiveness – the extent to which the targeted project objectives were achieved (or are expected to be achieved)
    c.  Efficiency – how were the Strategies put into practice
    d.  Sustainability – the extent to which the benefits are likely to continue after the implementation of LSIS
    e.  Impact – the long-term effects produced by the Strategies (directly, indirectly, intended and unintended).

The evaluation should assess the above in relation to two central broad questions:

  1. What changes / outcomes / achievements have taken place?
  2. How have these changes / outcomes / achievements been brought about?

In relation to this, the evaluation should consider the following sub-questions:

What?

  • What have been the unintended and unexpected outcomes of the Strategies implementation?
  • Who has benefited (men, women, youth), in what ways?
  • Have any changes been achieved in relation to policy / practice / attitudes of decision makers / policy makers etc. in the districts the Strategies have been developed?
  • To what extent has the achievement of the changes / outcomes been influenced by external / other factors? To what extent are changes attributable to the implementation of the Strategies?

How?

  • How accurate is the implementation of the adopted Strategies that was articulated near the beginning of the LSIS adoption? Is it effective, where were the gaps, how should it be adapted and improved in the future projects or during the implementation?
  • What were the most effective approaches used by Local Public Authorities regarding LSIS? What worked, what didn’t, and why?
  • What overall lessons have been learned?
  • How have relationships between the LSIS partners and beneficiaries helped or hindered the ‘delivery of changes / outcomes’? How can these relationships be improved?
  1. Assisting the 4 LPAs in monitoring the implementation of the 4 LSIS, preparing the monitoring plans for local programmes and activities of LPA bodies in the area of social inclusion, 1 per each of the 4 districts (total 4 plans). Provide recommendations for continued interventions and sustainability.

As mentioned above, the Evaluator will focus on the assisting the 4 LPAs, in the districts the LSISs are implemented, and produce one (1) Monitoring Plan per LPA and one (1) Monitoring Report regarding the implementation of the LSIS.

  1. Perform the Evaluation of the 24 grants awarded during the project to the local NGOs involved in the implementation of the LSIS.

The Evaluator will perform field visits to measure the impact of the 24 grants awarded during the 2 years of the project and will produce four (4) separate documents (the Evaluation Reports) per each district. In the same time, the Evaluator will take pictures from the monitoring trips and will underline the lessons learnt by the local NGOs and success stories developed during the implementation of the small projects.

(a) Development of the evaluation approach and data collection tools / methods - this should include:

  • Detailed time line and work plan
  • Outline of any proposed changes to the scope of the evaluation
  • Key evaluation questions
  • List of stakeholders to be consulted

Stakeholders to be consulted: The consultant should plan to include the following groups of stakeholders in the evaluation:

  • Direct LSIS beneficiaries in the district of Bălți, Edineț, Soroca and Dubăsari
  • LPAs of level 1 and 2

(b) Field visits: Field visits will take place in the 4 districts involved. This is expected to require between 1 – 2 months. This should also include time spent with project staff, as well as remote interviews with relevant beneficiaries and stakeholders.

(c) Provide a draft of monitoring plans to PIN Moldova and CCR: using a draft set of results to summarise preliminary findings and recommendations on the monitoring plans. This should be shortly after the end of the fieldwork.

(d) Submit the Monitoring Report regarding the implementation of the LSIS for 4 LPAS: After presenting the monitoring plans a Monitoring Report should be submitted.

(e) Submit a final evaluation report.

Indicative schedule of activities

The evaluation fieldwork is expected to be undertaken by October 15th, 2019, and the final report (evaluation report) to be submitted by 1st of November 2019 to PIN Moldova.

The transportation costs for the Evaluator’s field trips will included into the financial offer.

Selection of supplier process and selection criteria

The Evaluator should meet the following minimum requirements:

  • Proven experience in the Social Inclusion Area and Monitoring and Evaluation of the Projects (recommendation letters, previous reports submitted to other organizations in the field of Social Inclusion and Social Assistance).
  • Experience in collecting data and working with complex monitoring and evaluation tools.
  • Strong communication skills, both oral and written.
  • Good analytical skills, presenting of data using graphs, diagrams and other visual tools.
  • Previous work experience with local and foreign NGOs and donors.

The Selection Criteria of the Offerer will be as follows:

  • The best offered price (40%)
  • Proven expertise and experience (30%)
  • Relevant expertise in the field ology (30%).

The Offer will include:

  • The CV and a short Cover Letter in English.
  • The Financial Offer with description of activities and estimation of prices.
  • A sample of the prior Evaluation Report.
  • Recommendation letters from previous assignments.

Payment modalities

Maximum budget available for the workload is 3960 EUR.

PIN reserves the right to deduct up to 0.5% of the total contract price for each day's delay in meeting the deliverables specified. This deduction shall be applied to the last payment of 50% of the contract price.
