Background Information

HOMECARE Association (further listed as HOMECARE) is currently implementing the project “Towards health equity through social accountability” along with the partner Centre for Social and Medical Home Assistance (CASMED) and the leading partner Swiss Red Cross (SRC). The project “Towards health equity through social accountability” is aiming to accompany the reform of the service delivery model and support civil society to hold providers and authorities accountable for the delivery of quality, accessible and affordable services.

The Project is funded by the Swiss Agency for Development and Cooperation (SDC).

Within the Action HOMECARE is seeking for an Expert to conduct the revision of the annual report of National Health Insurance Company (NHIC) and use of social accountability (SAcc) mechanisms in health quality service provision.

 

Expected duration of assignment: 02nd September – 10st September 2019

Objective of the assignment

The main objective is to analyze the NHIC annual report, the social responsibility mechanisms used by NHIC. The assessment must abide by the principles of impartiality, objectivity, independence, credibility and usefulness.

Tasks and Duties

In line with this terms of references and under the guidance and supervision of the Homecare Director, in cooperation with Swiss Red Cross the expert will be contracted to carry out the following tasks:

  • Desk review of the annual report of the National Health Insurance Company and other relevant sources;
  • Desk review of the legal framework in terms of SAcc in health.
  • To propose the methodology for the assignment.
  • To assess existing SAcc tolls used by the NHIC. Their application, effectiveness and efficiency.
  • To elaborate a written /document report on the results of the assessment of existing SAcc mechanisms of NHIC;
  • To present recommendations on improving of NHIC SAcc tools

Expected Deliverables and timeline:

It is expected that the expert will produce a report and recommendations as per the final ToR of the assignment.

Qualifications:

  • Have demonstrated relevant working experience of at least five years in policy research at the national or international level;
  • Have academic/technical background relevant to the scope(s) of the assignment;
  • Be familiar with policy, regulatory and institutional frameworks in health sector of the Republic of Moldova;
  • Be able to communicate fluently, in writing and orally, in Romanian. A working knowledge of English, Russian will be an asset;
  • Have excellent writing and skills and strong analytical skills.
