Job Title: Legal Office (Lawyer)

Duration of Employment:  3 months, with the possibility of extension.

Contract type: Individual working contract (full time contract, according to the national legislation).

The Public Association EcoContact is a national environmental organization with the office in Chisinau. The mission of organization is “to support environmental improvements and partnerships for sustainable development of communities in Moldova, thus contributing to the formation of a responsible society respecting human rights and ensuring a favorable environment for the present and future generation”. 

The organization has three strategic directions:

  • Implementation of Aarhus Convention. Organization provides support to public participation and access to information on environmental matters. Starting with 2013 EcoContact is hosting the Environmental Consultation and Information Aarhus Center, created with support with OSCE Mission in Moldova;
  • Sustainable development with a special focus on: green economy, climate change/disaster risk reduction, waste and chemical management, environmental education
  • Environmental legislation. Organization provide support to align national environmental legislation with provisions of EU-RM Association Agreement and the Action Plan.

EcoContact is a rapidly developing organization and a special focus is put on the organization development. Organization provides possibilities for personal growth and development.

In the process of work EcoContact has established partnerships with various actors on the local, national and regional levels. We work with local communities and public authorities, NGO community, national level authorities and donors. Organization is implementing environmental projects, providing thematically consultancy in the priority areas and is currently developing the organizational development strategy, that is supported by the Swedish International Development Cooperation Agency.

EcoContact is hiring legal officer (lawyer), this is the full time position to support the Organization is implemented according to the above mentioned directions, especially in the Implementation of Aarhus Convention and Environmental Legislation activities. EcoContact is looking for the motivated persons to join the team and ensure the high quality legal support for the organization.


General responsibilities

Tasks include, but are not limited to:

  • Assisting in the formulation and amendment of the legal documents / draft laws, regulations and policy documents on the environmental and sustainable development issues.
  • Contributing to the drafting and amendment of internal policies and procedures of the EcoContact and to the beneficiaries.
  • Providing legal and compliance-focused assistance to projects managed by the organization.
  • Responsible for providing sound legal opinions and advice to beneficiary (public and NGOs’ society) on environmental law.
  • Be a part of the team on establishing or strengthening the strategic litigation unit team.
  • Demonstrate an ability to make a strategic and dynamic approach to the use of law as a tool for the promotion of environmental law and human rights.
  • Research substantive issues of comparative and international environmental law and human rights law and practice.
  • Draft clear and concise legal memoranda, briefs and opinions.
  • Provide legal consultations on cases before domestic, regional and international environmental and human rights fora.
  • Build and strengthen alliances and coalitions to support cases with relevant social networks and groups.
  • Contributing to the smooth and efficient organization of meetings and assisting in the preparation of background documents of the Board of Association and the General Assembly of the EcoContact.
  • Expected to make a constructive contribution to the non-chargeable activities of the projects, the association.
  • Responsible for ensuring effective management of time, effort and resources in order to generate maximum efficiencies.
  • Support local communities EcoContact working with on legal aspects related to environment and local development
  • Handling correspondence, filing, photocopying, keeping records, and scheduling and organizing meetings.
  • Carrying out office management tasks.

Job description

  • Build productive and strong relationships both internally and externally.
  • Ability to delegate appropriate tasks to juniors.
  • Assist with the coaching students and interns as and when appropriate.
  • Conduct analytical work and research on relevant topics.
  • Elaborate environmental law, sustainable development and human rights publications.
  • Conduct training, workshops and public consultations on relevant environmental law and human rights.
  • Promote teamwork and develop strong relationships with immediate team members.

Education and qualifications

  • University degree and master degree with a specialization in law and strong knowledge on environmental law, land law, international law and human rights.
  • A minimum of two years’ work experience directly relevant to the assignment, with proven experience in law.
  • Ability to communicate effectively in both oral and written form; excellent drafting skills and efficiency in preparing legal and policy documents, meeting notes and various types of correspondence; and ability to report concisely, accurately and promptly on meetings and matters of relevance to the EcoContact.
  • Diplomacy and an understanding of political sensitivities among country and in the region; a tactful approach in handling confidential and sensitive information; and a strong sense of responsibility and discretion.
  • Proven analytical, research, interpersonal and negotiating skills in different geographical contexts and cultural backgrounds; good judgment and objectivity in approaching problems; and the ability to propose solutions to complex problems;
  • Proven ability to set priorities and to plan and organize own work.
  • Ability to manage conflicting priorities in order to meet deadlines.
  • Excellent interpersonal, communication, negotiation and representation skills in relation to a wide spectrum of international donors and clients of EcoContact activities.
  • Ability to work effectively in a team and establish and maintain effective partnerships and working relationships in a multicultural, multi-ethnic environment, with sensitivity and respect for diversity.
  • Fluency (written and spoken) in English and Romanian, Russian will be considered as an asset.

The successful candidate should be willing to travel to the different project sites in Moldova. Applicants who are holders of a clean driving license and /or a car have an advantage.
