Tender No. 83290593 for the contracting of an Individual Short-Term Expert in the Field of Law to support the analysis of potential scenarios for territorial-administrative reform in the Republic of Moldova

The German Development Cooperation through GIZ is looking for a legal expert to support an evidence-based analysis of the potential scenarios for territorial-administrative reform in the Republic of Moldova within its “Support to Public Administration Reform” project.

The expert selected will work in a team with four other experts (in the field of public administration, economics, ICT and HR) on the assignment and will provide demand oriented technical advice, analysis and expertise to the reform process.

Required qualifications:

  • Bachelor degree or equivalent in law or another area relevant to the tasks of the assignment (Master and PhD as an asset);
  • Minimum 3, preferably 5 years of experience in the field of legal analysis and drafting legislation as well as supporting documentation in sectors of public administration reform, decentralisation and public services;
  • Strong skills in analysis of complex legal and regulatory framework;
  • Proven strong research, writing and reporting skills and ability to work under tight deadlines;
  • Strong advisory and conceptual skills;
  • Previous experience in working with development partners as an asset;
  • Fluency in Romanian; Fluency in English and Russian as an asset.

Applications shall include:

  • detailed CV and Cover letter explaining the motivation for the expert position;
  • summary of key considerations with regard to the methodological approach proposed for the assignment from the perspective of the respective expert position (max. 1 page, Arial 11);
  • financial offer, including gross daily rate and a total amount provided per 110 working days, considering the period of assignment comprised between June and December 2018;
  • copy of ID, health insurance and social insurance card (CPAS);
  • bank data, showing bank name, bank code and IBAN (MDL).

The successful finalist will be issued a short-term consulting contract with the possibility of further extension.

Applicants shall be residents of the Republic of Moldova, holding the Moldovan residentship for a period of at least 6 months at the date of application.
