Tender No. 83266817 for Strengthening the Quality and Coordination of Government Communication

The German Development Cooperation through GIZ is looking for an individual expert (consultant), to support and strengthen the general framework for Ministerial and Interministerial Communication, specifically on pertinent structural reform plans, including but not limited to the Central Public Administration Reform within its “Economic policy advice to the Moldovan Government” project.

The National Consultant, with the mandate of the Prime Minister and in coordination with the above-mentioned beneficiaries – will work in the following areas:

-   Develop processes for the collection and distribution of information that pertain to structural reforms from and to various user/target groups as well as support the practical introduction of these processes (especially between Prime Minister’s office, State Chancellery, Line Ministries);

-   Develop and introduce coordination and communication rules for Government communicators at the Central Government level (Ministries and Agencies) in order to support the coordination of press and informational activities of the Government of the Republic of Moldova on Reform planning, prioritization, and implementation;

-   Setting quality and coordination standards for Government communicators that are introduced in a binding manner, for example by a Prime Minister’s disposition;

-   Train beneficiaries, but not exclusively, in:

  • Drafting press releases, newsletters, posts on websites, social media, fact sheets, presentations etc.;
  • Building and maintaining good relations with the national press, national and regional partners, international donors and implementing organizations;
  • Organizing events on national level and facilitate delegations;
  • Cooperating with external communication service providers (for example: consultants, agencies, photographers, coaches, writers) and ensuring the required high quality of external supplies;
  • Press monitoring, documentation and analysis of press reports;
  • Other duties of the Prime Minister in the field of communication.

-     The consultant shall communicate with the Prime Minister on Strategic questions, and with

  • the Head of the Center of Reform Implementation,
  • the Prime Minister’s – Senior Adiviser in Communicaton, and
  • the Head of the Communication Division in the State Chancellery, namely on technical questions.

Required qualifications:

  • University degree in corporate communications, public relations, media communications, social sciences, international relations, journalism and/or other relevant fields;
  • Additional training and certification in communication and related areas is a strong advantage;
  • At least 5 years of work experience in the field of communication (Press and Public Relations, Journalism, internal communications or similar);
  • Very good oral and writing skills; competent and confident style of communication and presentation with public and target oriented groups;
  • Experience with production of media for different information channels;
  • Editorial experience in writing articles, press releases and own essays (sending 1-2 work samples would be highly appreciated);
  • Very good knowledge of IT and communication technologies, and of common computer applications (MS Office, InDesign etc.); Knowledge of publishing and graphic applications are desired;
  • Experience in training and consulting others as well as teams of professionals;
  • Consistently approaches work with energy and a positive, constructive attitude; tolerates conditions of stress, uncertainty or ambiguity and continues to maintain a positive outlook and to work productively;
  • Ability to establish priorities for him/her-self and others, achieve results and meet strict deadlines in an effective manner, maintaining a high quality standard throughout;
  • Demonstrates openness to change and ability to manage complexities; identifies opportunities and builds strong relationships with partners and interact effectively;
  • Fluency in Romanian and English; knowledge of a German, French, Italian or Spanish would be an asset, as well as good knowledge of Russian.

  • financial offer, including gross daily rate and a total amount per up to 200 work days of assignment, considering an amount of up to 20 work days per month for the period October 2017– July 2018;

  • bank data, showing bank name, bank code and IBAN (MDL).

The successful finalist will be issued a short-term consulting contract with the possibility of further extension.

Applicants shall be residents of the Republic of Moldova, residing in country for a period of at least 6 months at the date of application.
