Procurement of logistical services for organization of the conference

The Ministry of Health, Labor and Social Protection coordinates implementation of Priority Area 9 “People and skills” (PA9) of the EU Strategy for Danube region (EUSDR) within the Priority Area Coordinators support project.

The main objective of the project is to support the governance and implementation of EUSDR PA 9 through:

  • Establishing and maintaining the network of national counterparts relevant to the Priority Area Coordinators (Steering Group); enlarging the network of stakeholders through concrete activities like Stakeholder Conferences, Thematic Workshops;
  • Providing information (about financing possibilities, relevant stakeholders and partners in the EUSDR-Countries, existing projects etc.) for initiating new projects and initiatives in the related policy areas;
  • Raising public awareness and informing stakeholders about ongoing activities of PA9 through PA9 Website, PA9-Folders, PR-Material etc.

Within the framework of the PA9, Ministry of Health, Labor and Social Protection is going to organize the 5th PA9 Stakeholders Conference “Investing in people and skills in Danube region. The future of work: a world of new and changing skills”. The event will take place on 9th of October 2017 in Chisinau and is expected to involve 150 participants.

The conference will provide participants with opportunities to discuss how globalization and technological progress influence labor markets, affecting both the quantity and quality of jobs that are available and what are the skills policies to meet the challenges for an increasing digital and globalized world. The event will assemble actors and promoters of the EUSDR from fourteen Danube Region countries and beyond in order to share good practice, to address common challenges for the future and to develop innovative projects and networks in the field of skills development.

To ensure effective and efficient organization of the conference, MHLSP is going to select a company that will provide logistical support in preparation and implementation of the event.

The logistical services will include the following:

  1. Design and production of printing materials.
  2. Organization of the event and collaboration with conference venue provider.
  1. Moderation of the event.
  2. Simultaneous interpretation during the event.
  3. Drafting a short report on the event

The implementation of the assignment is expected to commence not later than on September 15th 2017.

The Ministry of Health, Labor and Social Protection now invites eligible companies (“Service Providers”), that should be a legal entity, to submit their applications for the services. In addition to price quotation, interested companies should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Service provider shall meet the following criteria:

      1. Requirements for the company

  • A legal status enabling the organization to provide the services.
  • At least 5 years of proven experience in organization of official events, including national and international conferences and seminars.
  • At least 2 large scale events (involving similar or higher number of participants) organized during the last 3 years
  • Prior successful experience in implementation of similar assignments (involving organizational services, production and printing of awareness materials and supplies, moderation, interpretation, etc).
  • Availability of qualified staff with experience in organization of the events.
  • Experience in implementation of the event for international organization or donor-funded projects.
  • Availability of certified interpreters (English-Romanian) or working relations with professional interpreters.
  • Working experience with public authorities will be an advantage.

    2. Requirements for the proposed team
  • At least higher education in PR, management or other relevant fields.
  • Experience in organization of conferences or seminars.  Team leader shall have more than 3 years of experience in organization of events  and first-hand experience in organization at least two large scale conferences); team members should have not less than 2 years of experience in organization of event.
  • Fluency in Romanian, Russian and English
  • Excellent communication and management skills

          3. Requirements for the proposed moderator

  • At least Master’s degree in PR, journalism or other relevant field.
  • At least 5 years of professional experience in moderation of large-scale events (conferences, seminars, round tables) involving national and international participants.
  • Knowledge of labor market and education policies, experience in the field or moderation of the events in the area of the assignment will be a strong advantage.
  • Fluency in Romanian, Russian and English.
  • Excellent communication skills.

Selection criteria: the most economically advantageous tender

  • Price – 80%
  • Quality – 20% (10% - company experience and qualifications, 5% - proposed staff, 5% - moderator)

The application shall include the following documents

  • Price quotation, in MDL, with breakdown of the costs, according to the proposed form, signed and stamped.
  • General information about the company (company name, contact details, bank details, owners and top management), with attachment of copies of registration documents, description of the company profile and staff.
  • Copies of financial reports for years 2014-2016.
  • Declaration of eligibility to participate in public procurement
  • List and short description of the assignments in organization of events performed during the last 3 years, including name of the client, date and name of the event, number of participants, activities performed, etc.
  • CVs of the staff that is proposed for the implementation of the assignment.
  • Detailed CV of the candidate proposed for moderation of the event and confirmation of his/her availability to moderate the event.
  • At least two letters of reference from the previous clients.

Deadline for submission of the applications is September 12th, 2017, 10.00 A.M. (Chisinau time).
