The Government of Moldova is implementing Moldova Skills Data Capacity Building Project, financed by the World Bank.

According to the Moldova 2020 National Development Strategy, skills development has been identified as a key priority for the country. The Moldova Skills Data Capacity Building Project (World Bank grant) is directly involved in reform agenda by supporting the collection and analysis of labor market data, the absence of which is currently hampering the reform efforts of the Ministry of Health, Labor and Social Projection (MHLSP), NEA, and Ministry of Education (MoE).

The development objective of the Moldova Skills Data Capacity Building Project is to strengthen the Government of Moldova’s capacity for evidence-based policymaking in the area of skills and employment through supporting enhanced collection and analysis of data on workforce skills and labor market needs. The output will support the Government’s efforts to align the education system to labor market needs, thus promoting job creation.

The project consists of 3 inter-related components.

-          Component 1. Revised Employer Surveys on Demand for Skills

-          Component 2. Revised Surveys of the Resident Working-age Population on Supply of Skills and Barriers to Employment

-          Component 3. Capacity building

This assignment is focused on the second component and is related to data collection for assessment of socio-emotional and cognitive  skills and barriers to employment for the resident working-age population.

The objective of the assignment is to carry out a household survey, representative of the working-age population (18 to 65 years of age) in urban and rural areas in Moldova. The household survey is expected to collect information on individuals’ cognitive and socio-emotional skills as well as background information on their family structure, general health, education, employment history, and various barriers to employment.

The study is a household study in which one person (the main randomly-selected respondent) per selected household will be selected to answer certain modules of the questionnaire during a personal visit to the household. Only one individual can be selected per household for interview.

A minimum of 2000 interviews for household survey, with completed skills modules, is required to be submitted to the client. Number of interviews for pilot survey will be 50-60.

The household survey will be carried out using instruments (questionnaires) provided by the Client, adjusted by the survey company following the pilot. The estimated implementation time of one interview is about 120 minutes.

The main outputs of the assignment are the following

  • Detailed sampling methodology for pilot and HH survey.
  • Sample design for pilot survey and for household survey.
  • Design and translation (into Romanian and Russian)  of the instrument for household survey (based on the agreed instruments provided by the Client)
  • Printing of the instrument for household survey or ensure technology assisted delivery (using tablets or other devices for data collection)
  • Piloting of the survey instruments and introduction of the collected data in the database.
  • Adjusting (in collaboration with MHLSP and experts) and printing of the instrument for household survey, or technical assisted delivery of the instrument.
  • Delivery of pilot and survey raw data in SPSS database.
  • Training of supervisors and enumerators and monitoring survey implementation via spot checks and audits

The assignment is to be performed during the period August-October 2017.

The Ministry of Health, Labor and Social Protection now invites eligible Consultants (“Consultants”), that should be a legal entity or Consortium of such entities, to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria for the Consultants:

  1. A legal status enabling the organization to perform the assignment.
  2. Experience in applied qualitative research techniques, particularly in-depth interviews.
  3. Experience in carrying out surveys involving the administration of assessments, especially literacy tests, is an asset.
  4. Demonstrated experience of organizing large scale household surveys in Moldova within the past seven years and at least 3 nation-wide surveys carried out.
  5. Demonstrated strong capacity and experience in planning and organizing survey logistics, and proven record of delivering timely results.
  6. Proven excellence in production of analytical work, both written reports and brief presentations of research.
  7. Good network of experienced enumerators, supervisors and data entry persons.
  8. Demonstrated strong capacity in data management and statistics.
  9. Knowledge of the following software: SPSS.
  10. Strong interpersonal skills and a team oriented spirit.
  11. Availability of key staff and capacity to mobilize the field staff for carrying out the nation-wide survey.
  12. Prior experience in implementation assignments within donor-funded projects will be an asset.

The Expression of interest must contain information that will allow the Client to conclude if the candidate meets the shortlisting criteria, and include at least the following data:

  1. General information about the company (name, contact details, bank details, owners and top management), with attachment of copies of registration documents, staff structure, their experience.
  2. List and short description of surveys performed (providing references to surveys’ results), period, number of questionnaires, coverage.
  3. Description of network of field staff, enumerators, supervisors and data entry persons, training approach.
  4. List of assignments and Clients.
  5. At least two letters of reference.
  6. Short description (up to 5 pages) of the approach for this assignment with a short methodology for sampling, pilot and the survey.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edition January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualification method set out in the Consultant Guidelines.
