Consultancy for regular KAP survey towards tuberculosis (TB) in the general population and key affected groups

The Center for Health Policies and Studies (PAS Center) is currently implementing the “Strengthening Tuberculosis control in the Republic of Moldova” Project, which is funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria and intends to apply part of the proceeds for regular KAP survey towards tuberculosis (TB) in the general population and key affected groups.

The PAS Center now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

The Qualification requirements and basis for evaluation (evaluation criteria) are:

  1. General experience – 30 points:
  • At least five years of experience in conducting general population surveys.
  • Financial capacity: annual financial turnover for 2016 of at least MDL 100,000.
  1. Specific experience – 30 points:
  • Previous experience in conducting surveys in health or social fields: minimum two assignments with similar nature (please provide list of previous sociological surveys conducted nationally with short description of survey objectives).
  1. Professional experience of the key staff – 40 points:
  • Overall qualified staff with experience in conducting national sociological survey.
  • Minimum one key staff (a sociologist) to be assigned for the requested tasks.
  • Staff experience in minimum two similar assignments in the past.
  • Developed network of skilled local interviewers.
  • Proven capacity to conduct field work, qualitative research and reporting (please prove list of local interviewers and argumentation of their knowledge how to provide survey or description of how the local interviewers would be trained in).
  • Proficiency in Romanian and Russian.

A Consultant will be selected in accordance with the Consultants Qualification procurement  method set out in the World Bank’s  Consultant Guidelines: Selection and Employment of Consultants by World Bank Borrowers (June 2014).
