REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

CONSULTANT ON EFFECTIVE MANAGEMENT OF EXTERNAL ASSISTANCE

The SDA-Moldova is seeking Expressions of Interest (EOIs) from Individual Consultants for the provision of Consultant on Effective Management of External Activities services. This is a full-time assignment for a term up to December 29, 2017, with the possibility of extension.

The Consultant shall have (i) a University degree in public administration, economics, law, international relations or other related fields. The availability of a master degree will be an advantage; (ii) At least 10 (ten) years of experience within the economic system of Moldova in public or private sector and/or practice in economic analysis, research and operational work in the public or private sector; (iii) Demonstrated experience in external assistance coordination/aid effectiveness; (iv) Strong performance measurement (M&E) background with knowledge of and demonstrated experience in public policy issues in Moldova; (v) Experience and knowledge of the national aid coordination systems and processes; (vi) Experience in providing advisory services to public authorities of Moldova on policy, and/or economic issues; (vii) Experience with international donors will be an asset; (viii) Ability to articulate issues clearly (written and verbally) and recommend solutions for public authorities and policy makers; (ix) Familiarity with programming and decision-making processes of donors active in Moldova; (x) Thorough knowledge of project cycle management; (xi) Experience of working with a variety of different stakeholders, including the public sector, donor community and the not-for-profit sector; (xii) Excellent communication skills in Romanian, English and Russian (spoken and written) (pass/fail); (xiii) Computer literacy (MS Office (Word, Excel, Power-Point), Internet, etc) (pass/fail). The Consultant should also (i) be a citizen of the Republic of Moldova, or a resident of the Republic of Moldova holding an appropriate work permit; (ii) be of outstanding character and integrity; (iii) be free of all conflicts of interest and committed to protecting the integrity of the Program.

Before applying, interested Consultants should review the Terms of Reference (“TOR”), which describes the assignment in detail, available on the SDA-Moldova website http://www.sda.gov.md/ro/Procurements.html or request it from SDA-Moldova, at the email addresses indicated below.

The selection shall be carried out in accordance with the procedures set forth in the MCC Program Procurement Guidelines. A shortlist of the most qualified Consultants will be invited to the interviews and the most qualified consultant will be invited to submit a financial proposal and negotiate a lump sum fixed price contract.

To be considered for this assignment, interested Consultants must submit an EOI, using the EOI forms, available upon request from SDA-Moldova, at the email addresses indicated below. Interested Consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. The shortlist of the Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant's submission. All EOI documents shall be presented in the English language. The EOIs not submitted in the requested format will not be considered.

Consultants shall submit as well the names and contact information (telephone number(s) and email addresses) of at least three professional references, and to clearly state the relationship of the professional reference to the candidate (e.g., supervisor, client, former colleague, etc).
