The USAID Local Government Support Project in Moldova (LGSP) seeks a highly qualified Municipal Planning and Services Advisor.

This four-year project will help to: increase economic and administrative decentralization of local public authorities; consolidate local government functions; and improve  budgeting and financial management, public service delivery, strategic planning, and energy efficiency. LGSP is implemented by USAID contractor Chemonics International Inc.

The Municipal Planning and Services Advisor will have the following responsibilites:

·Lead capacity building and project activities to improve the planning and management of municipal services.

·Guide the development of public-private partnerships to leverage private sector expertise and management skills to deliver public services.

·Build the capacity of municipalities to better access donor and regional funds, as well as to engage citizens in planning and decision making.

·Help to identify, select and supervise local and international short-term consultants, and/or grantees, and ensure consultants complete their assignments and submit deliverables.

·Help to draft scopes of work for local and international short-term consultants and/or grantees.

·Review and assess work plan activities in the area of municipal planning and services provision regularly with the DCOP to ensure progress and achievement of desired results and impact.

Qualifications:

·At least 5 years of professional experience and familiarity with the Local Government field.

·Experience in developing and conducting strategic planning processes for public sector institutions and including a strong citizen participation component in Moldova; an understanding of how to effectively carry out technical assistance activities at the local level.

·A bachelor’s degree. (master’s degree or foreign equivalent preferred) in public administration, training and development, business administration or similar.

·Fluency in English, Romanian and Russian, as required by program needs.

·Strong interpersonal skills in the context of dealing with expatriate and Moldovan staff members, as well as with wider local government, civil society, and donor community.

- Demonstrated initiative and self-motivation in handling all assigned tasks.
