Activity Background

The Moldova Structural Reform Program (2017-2021) is a USAID-funded, four-year project, implemented by Nathan Associates INC, that aims to improve the business and trade environment in Moldova by helping Government of Moldova institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors. The project field office will be located in Chisinau, Moldova.

Roles and Responsibilities

The Procurement and Subcontracts Manager will report to the Finance and Administration Manager and will be responsible for:

  • Ensure and perform competitive procurement for all goods and services on the program in compliance with USAID regulations and Nathan Associates policies and practices;
  • Work with other program staff in development and publicizing of the Request for Proposals and Request for Quotes to ensure competitive procurement process;
  • Manage procurement evaluation and award, with the procurement process duly documented;
  • Prepare purchase order agreements and other procurement agreements, amendments, as necessary, in collaboration with the Finance and Administration Manager and ensure documentation is complete;
  • Manage the awarded agreements to ensure receipt of deliverables and compliant completion as per the agreement terms;
  • Maintaining a tracking system for tenders and awards;
  • Identify potential vendors, develop and maintain a program’s database of potential vendors;
  • Research and analyze goods and services available as need be;
  • Anticipate any difficulties and report any breaches in procurement to the Chief of Party and Finance and Administration Manager.

Minimum Qualifications

  • Bachelor’s Degree in management, financial analysis or related field;
  • Speaking, writing, and reading fluency in English and Romanian required
  • Demonstrated excellence in English and Romanian writing and composition skills
  • At least five (5) years’ relevant work experience on donor funded projects including in subcontracts and procurement;
  • Experience with USAID programs preferred;
  • Knowledge of FAR and USAID procurement and subcontract regulations is a strong advantage;
  • Strong organizational skills and excellent interpersonal and team work skills.
