HEKS/EPER is looking for an International Team Leader

HEKS/EPER, is the aid organisation of the Protestant Churches of Switzerland and has its headquarters in Zurich/Switzerland. HEKS/EPER is active in development cooperation and focuses, amongst others, on access to land and resources, fostering sustainable agro-production and inclusive markets. HEKS/EPER has its own coordination offices in approximately 20 key countries and around 200 projects worldwide. HEKS/EPER is active in Moldova since 2004 and implements projects applying a Market Systems Development approach since 2011.

Together with our consortium members, we are looking for an INTERNATIONAL TEAM LEADER (f/m; 100%), based in Chisinau, Republic of Moldova

The start of assignment is November 2018. The recruitment is subject to the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender.

SDC has tendered the program “Moldova: Creating Job Opportunities through Improved Market Systems” (IMS) (Preparatory Phase 01.11.2018 – 31.08.2019; Phase I 01.09.2019 – 31.12.2022). The Program will apply the Market Systems Development (MSD) approach to contribute to the creation of more and better jobs and net additional income for women and men, with a focus on excluded groups.
The preparatory phase (ten months) will comprise: Analyses of two to three market systems; Designing interventions that aim at systemic change in these systems and developing Monitoring and Results Management (MRM) plans to assess their effectiveness; Implementing initial interventions on a pilot basis and assessing their effectiveness; Developing basic MSD capacity in the program team; Developing the program document (ProDoc) as well as other documents. The implementing phase 1 (40 months) will comprise the implementation of the program in-line with the program documents to be developed.

Main tasks:

  • Strategic steering and designing, and overall management of the program as per accepted program document, in coordination with the consortium’s steering committee.
  • Leading the Program Coordination Unit (PCU) team and the partners in implementing the program’s tasks.
  • Management of the Program Coordination Unit (PCU): office, human resources, finances and administration.
  • Ensure the development of the monitoring and results measurement (MRM) system, as well as knowledge management for steering, accountability and learning.
  • Foster a MSD approach and stimulate an innovative and constructive learning environment among team and partners.
  • Ensure cooperation and coordination with other projects supported by SDC within the Employment and Economic Development domain as well as other projects funded by other donors in the area of private sector and vocational skills development.

The team leader will work under the consortium’s steering committee and benefit from technical and thematic support by a multidisciplinary experienced team from the thematic backstopping (distant coaching and on-site inputs).

Your qualifications:

  • Academic degree (Master or equivalent) in economics, development studies or related social science
  • Strong expertise and at least 8 years of experience in managing and coordinating interventions of comparable size and scope in private sector development, and/or job creation.
  • Strong knowledge and experience in the application of an MSD approach and related methods such as the DCED standards for results measurement.
  • Strong analytical skills and strong capacity to think systemic.
  • Experience in skills/employment markets are an advantage.
  • Strong managerial skills, including result-oriented management, strategic planning, human resources management, and financial management skills.
  • Experience in the inclusion of excluded groups in projects, in particular rural youth, returned migrants and ethnic minorities are an advantage.
  • Experience in coaching and mentoring a local team with various professional backgrounds. Strong interpersonal, intercultural and communication skills.
  • Professional experience in transition countries, preferably in the CIS countries.
  • Excellent English language capacities. Knowledge of Romanian and/or Russian is a strong asset.

The team leader will work under a HEKS/EPER expatriate yearly contract, with option to renewal until the project’s end. The expected start of the assignment for the project is scheduled for 1 November 2018 depending on the successful approval by the Swiss Agency for Development and Cooperation (SDC) of the consortium’s bid to the tender.
