 POSITION SUMMARY:

 Comunitatea Mea is a program funded by the United States Agency for International Development (USAID) and administered by IREX. The program’s purpose over the course of the five years is to improve the capacity of local authorities, including their ability to work inclusively with citizens and civil society, to increase revenues, improve financial management practices, build stronger checks and balances between the central and local governments, and facilitating public-private partnerships and inter-municipal cooperation.

The Comunitatea Mea Program has four interrelated components:

  1. Improved quality and access to municipal services;
  2. Citizens meaningfully engaged in local governance;
  3. Decentralization policy reforms advanced;
  4. Increased locally-owned revenues and improved financial management practice

Municipal Services Experts will be part of regionally-based two-person program tactical teams – one in the North (Balti) and one in the South (Cimișlia) – will maximize responsiveness and support to Local Public Administrations (LPAs). Along with Public Financial Management Local Development Experts Municipal Services Experts will deliver targeted technical assistance to beneficiary LPAs.

 DUTIES AND RESPONSIBILITIES

  • Carry out needs assessment in the area of municipal service provision and provide recommendations on municipalities selection for CM asitance.
  • Assist in planning of short and long term technical assistance activities for selected local government units in line with the overall CM workplan and taking into account actual needs assessment
  • Provide day-to-day guidance to municipalities in the implementation of activities to improve municipal service delivery, planning, management, and increases in revenue.
  • Assess and refine existing materials and develop new materials as needed on strategic planning, budget planning, and financial management
  • Support developing/reviewing/updating Municipal Budgets and Community Development Strategies through participatory, inclusive planning processes. Provide necessary support and advice in the implementation.
  • Support planning and the facilitation of Municipal Strategic Planning Workshop (MSPW) tool training and conduct follow up support to local public administration staff
  • Provide outreach to and develop and oversee mechanisms to involve civil society, businesses and other actors in strengthening local governance on a sustained and continuing basis
  • Cooperate with CM Local Governance Advisor and Public Financial Management expert in implementation of technical activities
  • Monitor progress, collect data and generate monitoring and evaluation  reports on progress in municipal service provision activities.

SKILLS AND EXPERIENCE

  • Bachelor’s degree in international development, public administration, training and development  or related field preferred
  • At least four years’ experience working on local governance
  • Experience conducting trainings with government officials
  • Relevant professional work experience on USAID-funded projects highly preferred
  • Demonstrated experience in outreach and community engagement initiates.
  • Excellent writing and editing skills.
  • Thorough knowledge and understanding of civil society and local self-governance in Moldova.
  • Proven ability to establish and maintain effective and collaborative relationships with civil society groups, private sector, the media, government officials, and representatives of the international community at the national and local level.
  • Demonstrated ability to effectively manage and mentor diverse teams including staff, consultants, and local partners.
  • Strong interpersonal skills and demonstrated pro-active approach to problem solving.
  • Strong working knowledge of Microsoft Office software and Google communications.
  • Professional proficiency in Romanian, English and Russian is required.
