TERMS OF REFERENCE

International Consultant to provide capacity building for the Bureau for relations with diaspora (BRD) of the State Chancellary in performing the activity of the organizational mechanism coordinator at the national and local level in the field of diaspora, migration and development

Duty Station: Chisinau, Moldova

Background:

The project „Consolidating Moldova's Migration and Development Institutional Framework”, phase II is financed by the Swiss Agency for Development and Cooperation for the period 2017-2018 and implemented by the Bureau for relations with diaspora from the State Chancellery.

The overall goal of this Project is to maximize the positive impact of migration on the country’s socio-economic development through strengthening the national and local framework and enhanced engagement of the diaspora, as well as ensuring the continuity and sustainability of the activities, implemented during phase I of the project.

The main objectives of the Project are:

  1. Optimizing the regulatory framework and coordinating state policies in the field of diaspora, migration and development;
  2. Enhancing of human potential and attracting diaspora's financial capital for the country's development.

In order to achieve objective 1, one of the activities envisaged consists in organizing trainings to strengthen the capacity of BRD in managing the communication and coordination mechanism in the field of diaspora, migration and development by central and local public authorities.

According to GD no.725 / 2017, the mechanism for the coordination and implementation of the state policy on diaspora, migration and development aims at ensuring the effective implementation of policy in the field and at contributing to increasing the positive effects and reducing the negative effects of migration.

Scope of Work

Under the overall supervision and guidance of the Head of the Bureau for relations with diaspora, the selected Consultant is expected to provide assistance, expertise and capacity building on performing the activity of the organizational mechanism coordinator at the national and local level in the field of diaspora, migration and development. The capacity strengthening should be a continuation of the trainings, already undertaken in this regard (during the first phase of the project) but also be focused on enabling the BRD to achieve the strategic objectives of state policy in the field of diaspora relations, to act as a DMD coordinator, and to improve the DMD coordination mechanism. This task also includes the presentation of best practices and international expertise in the field, as well as capacitating BRD in screening of the Moldova actual commitments on migration at international level and identifications of targets and goals to be achieved in the nearest future.

 

TASKS TO BE PERFORMED:

It is expected that the Consultant will perform the following tasks:

  1. Examining the results of training sessions that have already been organized in this regard (during the first phase of the project);
  2. Identification of uncovered areas, new subjects, and current training needs;
  3. Elaboration of the training agenda, in consultation with BRD, avoiding duplication of the topics already addressed;
  4. Conduct a screening of Moldova commitments on international migration agenda and identification of priority directions to be achieved in this regard by BRD, as well as capacitating the team on performing such an activity on a permanent basis;
  5. Conducting the 3 trainings planned in the field of DMD;
  6. Focus training sessions on enabling BRD to manage the role of DMD coordinator at national level;
  7. Presentation of the experiences of other states / good practices in this respect, with a strong emphasis on the reintegration of citizens returning from abroad;
  8. Work jointly with the BRD staff to identify critical areas to be integrated in migration documents and ensure that priority directions and related positive international practices to be undertaken by BRD;
  9. Development of pre and post-evaluation questionnaires for trainings;
  10. Prepare a Final Activity Report accounting the provided support to BRD in relation to the capacity building provided and in relation to drafting priorities and goals to be achieved in the nearest future according to international commitments in the field.

Note: The mentioned number of 17 working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of the assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the State Chancellery, shall be the only criteria for Consultant’s work being completed and eligible for payment.

LOGISTICAL SUPPORT

In order to ensure proper and smooth organization of the trainings, the BRD will provide training facilities, including conference room, equipped with projector, microphones and will cover the meals.

REQUIRED QUALIFICATIONS AND SKILLS AND COMPETENCIES

The following qualification criteria will be applied during the selection of the consultant:

  1. Education:
  • University degree in social science or other required discipline (public administration, law, economic relations, sociology, research, etc.)
  • Master’s degree or equivalent in social, economic sciences.
  • Complementary studies in economics and/or international development will be an advantage;
  1. Experience:
  • Min 3 years of international expertise in the organization of capacity building sessions on migration management, policy development on migration, collaboration with the diaspora.
  • Min 5 years of international experience working on best practices in migration, return and reintegration of migrants;
  • Proven experience in developing analytical works in migration-related fields;
  • Experience in working with international organizations and/or UN agencies in particular;
  1. Competencies, skills and other requirements:
  • Strong analytical, writing and communication skills;
  • Strong knowledge of migration regulatory and legal framework at the international level required;
  • Excellent English (Romanian and Russian will be an advantage);
