Project Overview: A project that aims to provide expertise within the area of government financial management to the Moldovan government.

PROJECT ANALYST

DESIRED QUALIFICATIONS

A.  EDUCATION

Higher education preferred in one of the following: Economics, Business, Finance, Law or related fields.

Computer training/qualifications that will enable the incumbent to perform the prescribed functions satisfactorily:  Microsoft Power Point, MS Excel and MS Word.

B.  PRIOR WORK EXPERIENCE

  1. Experience providing translation and interpretation support in English / Romanian
  2. Experience in office management
  3. Experience in administrative support
  4. Experience in public contact, in particular contact with top government officials
  5. At least three years general office environment activities
  6. Experience in utilisation of the Internet
  7. *Experience in working in the area of government financial management
  8. *Experience working on technical assistance / development projects
  9. *Experience in working with Tax Officials

*Strongly preferred.

C.  POST ENTRY TRAINING

None

D.  LANGUAGE PROFICIENCY

Fluency in English and Romanian is critical. The project analyst must have a strong command of these languages that will allow him / her to provide accurate interpretation during meetings and when required, workshops and on-the-job training sessions.  Proficiency in the Russian language is also desirable. The project analyst will also be called on to quickly turnaround translation requests.

E.  KNOWLEDGE

  1. Proficiency in administrative procedures

  3. Proficiency in co-ordinating meeting arrangements, including follow up with participants to confirm availability and meeting agenda
  4. Knowledge of concepts relating to government financial management is strongly preferred

G.  KEY PERFORMANCE AREAS/OUTPUTS

  1. Coordinate meetings/workshops
  2. Record all incoming and outgoing documentation, facsimiles, email and telephone contacts
  3. Translation of documents and interpretation of oral communication
  4. Handle confidential documents with utmost discretion
  5. Acknowledge receipt of correspondence
  6. General office administration
  7. Manage the appointments of advisors
  8. Coordinate arrangements pertaining to visitors
  9. Assist with travel and accommodation arrangements, when required
  10. Availability to travel and provide interpretation support when advisors are conducting site visits and meetings with counterparts from the Moldovan government
  11. Availability to travel with delegates to conferences/meetings/workshops, to various locations within the region, when required
  12. Prepare reports on a regular basis on multiple projects
  13. Maintenance of historical and office files
  14. Substantive representation of the program during absence of advisors
  15. Assist advisors in achieving access to government officials at all levels of the Government of Moldova

POSITION ELEMENTS

A.  SUPERVISION RECEIVED

Acts as Project Analyst for the Resident Revenue Advisor.   As needed, the analyst will provide language support during trips to regional offices.

The incumbent works under the supervision of the Resident Advisor when they are in the country. In the absence of any Advisor the incumbent takes on the role of the Office Manager and reports on a weekly basis to the Associate Director, Revenue and / or the Program Officer assigned to support the project. Communication is done by phone, Skype, or email.

B.  AVAILABLE GUIDELINES

No ongoing operational guidelines although when working in the tax office, the project analyst must be aware of and follow guidelines that apply to employees of those organisations.

C.  EXERCISE OF JUDGEMENT

Self-directs in prioritizing tasks and time.  Makes decisions in accordance with oral or written directions from government agencies.  Prepares memoranda as directed by the Resident Advisor, Intermittent Revenue Advisors and/or the Associate Director for Revenue.  Coordinates itineraries of Resident Advisor and Intermittent Advisors to include meetings, travel arrangements and telephone calls.  Time allocation and work organisation are extremely important.

D.  AUTHORITY TO MAKE COMMITMENTS

 

All authority to make commitments is subject to approval either from the Associate Director, Revenue or as delegated to the Resident Advisor.

 

E.  NATURE, LEVEL AND PURPOSE OF CONTACTS

The incumbent makes direct contacts with working-, managerial-, and executive-level counterparts from various offices within the Government of Moldova at the request of the Resident Advisor or Intermittent Advisors.

F.  SUPERVISION EXERCISED

Will supervise and provide guidance to additional interpreters/translators

F.  TIME REQUIRED TO PERFORM FULL RANGE OF DUTIES AFTER ENTRY INTO THE POSITION

12 months
