Assignment Title: Strengthen national capacity and support analyses and interpretation of the bio- behavioral surveillance results among key affected populations.

 

Age Quod Agis LLC, under the logistical service contract with Center for Health Policies and Studies (PAS Center), intend to contract an international consultant or team of consultants to lead the work and discussion on analyses and interpretation of  2016 IBBS data collected among PWID, SW, MSM using the RDS methodology during a 3 days training. The Consultant will assist the NGOs to perform the epidemiological situation analyses in their site with focus on IBBS data:  interpretation, correlation, conclusions drawing and formulation of recommendations for strategic planning and designing of programmatic intervention in target groups. The assignment is described in Terms of Reference (ToR) that are attached.

The Age Quod Agis LLC now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The Consultants are hereby invited to submit their updated CV. Consultants may associate to enhance their qualifications. Please note that the Age Quod Agis LLC is not bound to accept any of the CVs

The selection of consultants will be carried out in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

The Age Quod Agis LLC will select a consultant on the basis of comparison of consultant’s qualifications for the assignment and conformity with the TOR’s requirements.

The Qualification requirements and basis for evaluation (evaluation criteria) are:

General qualifications (30%):

  • - Advanced academic qualifications in Public Health, Sociology, or other relevant field as evidenced by the possession of a University Degree from a recognized University;
  • - At least 5 years’ experience in Public Health or Social Science, including minimum 5 years in the area of HIV epidemiology and programmatic response;

Relevant experience (60%):

  • - At least 5 years of experience in international public health, including HIV/AIDS program monitoring and evaluation, IBBS;
  • - Experience in conducting at least 3 Bio-Behavioral Surveillance Surveys among KAP (PWID, SW, MSM) in national and international settings;
  • - Profound knowledge and experience in conducting at least one Behavioral Surveillance using Respondent Driven Sampling, from the stage of protocol development, development of the survey tools, training research staff, conducting, supervising the bio-BSS, and writing analytical reports as well as interpreting data and making recommendations;
  • - Solid knowledge of the RDS methodology;
  • - Experience in interpreting bio-behavioral data through RDSAT;
  • - Extensive experience in training design, facilitation and conducting trainings;
  • - Previous work experience and knowledge of EECA region context, knowledge of Republic of Moldova context is an asset;
  • - Excellent analytic skills required.

Other qualifications (10%):

  • - Advanced knowledge of databases, including SSPS and RDSAT;
  • - Ability to present the results in a simple language, making use of interesting visual aids (maps, graphs and other visual tools) and adapt to different environments;
  • - English or Russian languages (spoken and written) required (Romanian is asset);
  • - Ability to work well in teams.
