Activity Background


The Moldova Structural Reform Program (2017-2021) is a USAID-funded, four-year project that aims to improve the business and trade environment in Moldova by helping Government of Moldova institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors. The project field office will be located in Chisinau, Moldova.


Roles and Responsibilities


The Accountant will report to the Finance and Administration Manager and will be responsible for the day-to-day financial aspects of field office operations; bookkeeping, cost tracking, bank account management, and payroll; and reconciling all accounts on a monthly basis. Specific tasks include:


  • Establishing and maintaining field office accounting systems, including set up of financial software (QuickBooks), and an appropriate record keeping system

  • The project’s accounts payable, processing of payroll, maintaining petty cash, providing cash activity reports, making journal entries, and understanding the general ledger

  • Reviewing all local expenses to ensure compliance with USAID and Nathan Associates policies and procedures and Moldova tax and financial regulations

  • Accurately recording expenses according to Nathan Associates’ chart of accounts;

  • Preparing payments to vendors;

  • Processing payroll and ensuring compliance with local labor law requirements and accurately reporting to relevant authorities;

  • Reviewing timesheets and expense reports of local consultants to ensure compliance with USAID and Nathan Associates Inc. policies and procedures;

  • Coordinating with vendors for VAT exemption (or other applicable tax exemptions as allotted by Moldova law), reviewing vendor invoices for accuracy, and processing payments in a timely manner;

  • Reconciling local project accounting and providing appropriate documentation of all financial transactions for Home Office on a monthly basis;

  • Reviewing local procurement activities and agreements in collaboration with the Finance and Administration Manager, Nathan Home Office Project Accountant, and Project Director;

  • Preparing local quarterly accruals and financial management information;

  • Preparing the yearly financial statement;

  • Any other tasks assigned by the Finance and Administration Manager and/or Chief of Party that are consistent with this Scope of Work and the general requirements of the project.


Minimum Qualifications


  • Associate’s degree in Accounting (or equivalent experience) and relevant computer skills, including Excel and QuickBooks

  • Fluency in English and Romanian required

  • At least eight (8) years of professional experience in accounting or bookkeeping, including

    • Accounts payable (generating expense reports and preparing vendor invoices)

    • Accounts receivable

    • Petty cash maintenance

    • Making deposits

    • Providing regular cash activity reports

    • Wire transfers

  • Experience in processing payroll (coding and entering timesheets, transmitting, reconciliation, benefits)

  • Understanding the general ledger

  • Knowledge of GAAP or IFRS accounting standards;

  • Strong organizational skills and ability to work independently, assess priorities, and manage a variety of activities with attention to detail.

  • Ability to manage multiple tasks with competing priorities

  • Excellent interpersonal skills

  • Previous experience working with USAID preferred
