Project objective

The Project “Support to Enforcement of the Intellectual Property Rights” has started on 10 November 2016 and will last for two years until November 2018.

The overall objective of the Project is to improve the application of the law and regulations on Intellectual Property Rights in the Republic of Moldova.

The expected results of the Project are the following:

  • Improved communication and effectiveness of IP enforcement in the Republic of Moldova;
  • Communication system set-up between the main contributors to IP protection;
  • Enhanced competence and effectiveness of all staff and officials involved in IP protection and enforcement;
  • Improved awareness of the rights and obligations of the IP community in the Republic of Moldova;
  • Improved protection and capitalization of Geographical Indications in the Republic of Moldova.

Specific work requirements

The assignments of the expert will be targeted at the achievement of expected results within Component 1, namely working with a SNKE to develop a Code of Conduct for Moldovan Patent Attorneys based on EU best practice.

The specific objectives of this Mission are, together with the SNKE:

  • Analyse Code of Conducts and current practices of patent attorney associations in EU member states;
  • Analyse Moldova acts which relate to the activities of patent attorneys;
  • Meet with AGEPI, Moldovan patent attorneys and Project experts to review current practices in Moldova;
  • Draft a Code of Conduct for Moldovan patent attorneys based on EU best practice;
  • Review the draft Code of Conduct with AGEPI, Moldovan patent attorneys and Project experts; and
  • Finalise the Code of Conduct after taking into consideration the opinions of AGEPI, Moldovan patent attorneys and Project experts on the draft.

Results and deliverables

  • Mission Report containing analysis of Code of Conducts and current practices of patent attorney associations in EU member states; and
  • Code of Conduct for Moldovan Patent Attorneys.

Education and skills

  • University degree in law;
  • Good planning and organisational skills;
  • Computer literate;
  • Excellent command of both oral and written English and Moldovan or Russian; and
  • Ability to work with a Moldovan and international team of experts.

Professional experience:      

  • Vast experience of working as a patent attorney or with a patent attorney association.

 Subordination and Cooperation

The expert will report to the team leader and cooperate with the project team, STE and all beneficiary organisations. The expert will submit a written report at the end of each mission.
